Simple web page design needed

Ballistic Echo

We are a solution provider that create custom .net applications to suite specialized business needs - including document management and imaging solutions.

This is a specialized web portal for a client of ours.

We require 1 simple web page background image and a matching navigation header with a few simple icons.

Overall Concepts:
Something simple, yet elegent - but with enough flair to make people instantly appreciate that it was created by a professional.

Background images:
Use waves, or intersecting lines, or something abstract.

Colors:
Needs Teal (#003333) as the main color, with #006666 and #009999 mixed in, and green and orange (see sample colors in .jpg attached) used for accents.

Title Font:
Contemporary, plain and professional (no serif or script types).

Web Page Background Image:
Just a cool background image that text or web controls can be put overtop.
Design should look ground with nothing but a title on it, or with a web form on top.
Page should scale to different sizes from 800x600 as the smallest, up to very large.
Should use majority of page - no large borders on the left and right.

Matching Navigation Header:
Just a navigation header that matches the web page background design - will be used on other pages.
Should have all icons (listed below) in this navigation header.

Icons:
8 simple icons...Package, Status, Configuration, Database, Edit, Documentation, Reporting, Upload.
All on transparent backgrounds.
48x48 in size.

Deliverable Format:
Must provide us with original Adobe Photoshop layered .PSD files and/or Adobe Illustrator layered .Ai files.

The attachment called sample.jpg illustrates what I need...

The other 'ist1_' jpgs show examples of the type of background I am looking for (abstract waves of some sort - doesn't have to be too complex though, simple is good too).
